Ability to turn off report options without losing their filters

It would be great to have a toggle button for report options to switch them from a user-selected option to a hard-coded filter.

This would be different from the "Enabled" toggle, which simply ignores the filter and returns all values for the particular field. This would be a toggle that allows the report designer to create the report with a set of report options to easily change the values during the design process, but then toggle some of them off without losing the filter, so that the last value entered during the design process remains a hard-coded filter that users cannot change.

The other advantage of this is that because report option filters are automatically added to the Cosmos formulas, it is a faster way to add hard-coded filters to all of the formulas.
